Bid Evaluation and Assurance

“Selecting the best solution and making sure it is delivered”

Having set the goals and defined what is required to achieve them, the next logical step is to gain assurance that these objectives will be achieved. It is Trackpoint’s firm belief that assurance must start even before a purchase has been made, again removing any ambiguity after the event.

Traditional bid evaluations rely on separate and often unrelated sets of paper: the requirements document, design specs and a pre-defined testing check list, usually produced from previous project models. Unrelated inputs cannot be analysed with current modelling tools, and therefore are subject to the skills and subjectivity of the evaluation team, rather than pure engineering objectivity, exposing the analysis to human error and manipulation. This can result in an assurance process that is subjective and may even sometimes use irrational criteria.

Trackpoint consultants utilise our own innovative software solution that enables a more rigourous and non- subjective assessment of a bid, allowing for all results to be evidence based. This reduces programme risk considerably.

Our consultants use our unique toolset to model what is being proposed against the actual requirements. On the assumption that each bid may offer a different solution, we compare each one against the exact requirements requested in the tender documents.

A bid is not forced to reference against an incomplete or poorly defined check list, nor is subjective interpretation (human, political etc) of a given requirement allowed for. This approach uniquely allows not only for the identification of bids that do not meet criteria, but also those that over achieve, adding complexity, time and cost to any programme

Removing any system or deliverable that is surplus to requirements is a key area for potential cost saving and one of Trackpoint’s key focus points With this level of insight, the bid response team will have a fundamentally more accurate picture of the risk exposure and reliability of each ITT response - and are therefore able to make a well-informed and best value decision

Historically common practice can often lead to irrational demands on acceptance criteria, where more appropriate measures may result in significant cost savings.

For example: Typical to safety and security systems, it is often deemed fundamental to have 24/7 engineering support, when often it may be more cost effective to deliver a higher cost fault tolerant system needing only 8 or 12 hour engineering cover

To remove these pitfalls, it is necessary to have the right tools in place to model the interdependencies, document and prove measurability of the acceptance criteria - an aspect that is often critically overlooked in traditional tender processes
